Kelly Stanton called the meeting to order at 7:04  p.m.                                                                                          

Present:  Alyse Avitabile, Kelly Stanton, Karen Lentz and Charlie Abell. Jim Cooper was absent.  Also in attendance: 3 members indicated by sign in sheet, and Renae Foster with TCB Property Management.

Karen Lentz made a motion to accept the February 24, 2015 Board of Director Meeting minutes as presented.  Charlie Abell seconded the motion and the motion was approved unanimously by voice vote.

OLD BUSINESS:

Update on Properties in Arrears: Kelly Stanton reported that one of the properties that was in arrears has paid in full.  We have not received any updates on the home in foreclosure.  Kelly Stanton will follow up on that.

Bank Signatories:  This has been accomplished.

New Resolution to Change Ballot Procedure for Annual Meeting:  Charlie Abell made a motion to have Brian Hess proceed with the Amendment.  Alyse Avitable seconded the motion and the motion was approved unanimously by voice vote.

Unapproved ARC House Painting Appeal:  Step 4 of the Action Flowchart was sent to the owner on March 2, 2015.  The owner was given one week to take action, and has failed to do so.  Kelly has a copy of the color palette, and there are two additional copies of it.

Charlie Abell made a motion to not approve the trim color. Alyse Avitable seconded the motion.  Karen Lentz was opposed, but the motion was passed by majority vote.

Karen Lentz made a motion for Renae Foster to send a letter informing the homeowner that the Board has made a final decision, disapproving the color, and that we will proceed to step 5 of the Action Flowchart if there is no action within a week.  Charlie Abell seconded the motion, and the motion was approved unanimously by voice vote.

Home with Tarp: This has been taken care of.

Annual Yard Sale:  Will be held next weekend, March 27 & 28.  The ad has been placed with the newspaper, and Ray McDermott has the sign to post.

New Fence Resolution:  Kelly Stanton supplied copies of the new draft of the resolution for vinyl fencing.  The Board had some discussion regarding the resolution.  The Board will discuss this further with the ARC, and make some adjustments (including that the board would like “must” to be changed to “may”) and table this for a later date.

Property with Mulch Along Driveway:  The Board reviewed the paver resolution and discussed the wording. 

Charlie Abell made a motion to approve the updated paver resolution.  Karen Lentz seconded the motion and the motion was passed by unanimous vote.

Irrigation Pump Repair:  This has been completed.

Parking Issues:  We addressed this item in the Chronicles, which was put in the mail today, so owners should receive it in the next few days.

Trimming Quote:  Karen Lentz made a motion to accept Leland’s Tree Service estimate for $300 to trim the eleven palms and the two clumps at the front entrance.  Alyse Avitable seconded the motion and it was passed unanimously by voice vote.

REPORTS:

ARC Architectural Guidelines Review/Update:  Kelly Stanton reported that the guidelines have been updated, and they are ready to be reviewed by Brian Hess at Clayton & McCulloh.  The Board asked for additional time to review this.  The Guidelines will be tabled until the April meeting.

Landscape Committee Report: 

  •       Several of the median Indian Hawthorns look like they are dead.  At this point, we are waiting to see if they recover.  If not, they will have to be replaced.  This has been done in the past by Southern Greens.  Option is to pull them and ‘zeroscape’ the median with rock and maybe a large rock like at the sides of the entrance. 
  •           {C}The Property Manager was advised by Southern Greens that the entrance sprinkler pump was about to fail. Southern Greens provided a proposal for replacement of $720. The issue was discussed at the February meeting and it was decided to obtain other bids. This was done but in the meantime a much lower replacement proposal was obtained and the work was completed. 
  •           {C}A proposal was requested and received from Leland Tree Service for $300 for the trimming of 11 palms and two “clumps” of vegetation on either side of the entrance. The proposal was submitted to the BOD for consideration at the March meeting. 
  •            {C}At the request of the BOD, Central Brevard County Roads and Bridges office (Mary Erickson mary.erickson@brevardcounty.us) was contacted to correct several uneven sidewalks areas in Copperfield.  The County responded promptly and within one week the problems sidewalks were fixed. An email of thanks for the quick and efficient service was sent to the Central Brevard Roads and Bridges office.

 NEW BUSINESS:

Outstanding Delinquencies:  Renae Foster reported that certified letters were sent to 5 homeowners that are more than 2 quarters delinquent.  One has paid, and a few were returned undeliverable.

Proposed Reserve Transfer:  The Board had a discussion about moving $5,000 to the reserve account.  This item is going to be tabled until next month.  Renae Foster will look up the quotes for the front entrance walls.

Charter’s Tabled from January:  Tabled until April.
