Board of Directors Meeting

Kelly Stanton called the meeting to order at 7:00 p.m.

Present:  Alyse Avitabile, Kelly Stanton, Jim Cooper Karen Lentz and Charlie Abell.  Also in attendance: 4 members indicated by sign in sheet, and Renae Foster with TCB Property Management.

Charlie Abell made a motion to accept the May 16, 2015 Board of Director Meeting minutes as presented.  Jim Cooper seconded the motion and the motion was approved unanimously by voice vote.

Old Business:

New Resolution to Change Ballot Procedure for Annual Meeting:  Due to the cost, this item has been tabled. 

Review Resolution on Vinyl Fences:  After some discussion, this has been tabled for further edits.

Parking Issues:  District 2 Commissioner Jim Barfield’s office was asked for assistance in determining the appropriate agency in Brevard government that could assist the BOD by advising what actions could be taken and how it could be achieved. A Legislative Aide, Bridget Minnick, responded and directed the request to a Traffic Engineering Specialist, LaVanda Lane, in the Public Works Department. The request may need to go before the Brevard County Board of County Commissioners for approval.

After some discussion, Ray McDermott will contact LaVanda to ask some follow-up questions.  Karen Lentz agreed to “re-vamp” the letter sent to homeowners and put in the quarterly mailing.  Renae Foster from TCB will work on the Chronicles for the same mailing as well.

Outstanding Violations:  The Board discussed two violations that are still outstanding after three notices were sent to the owners.  Jim Cooper has agreed to contact one of them, and Karen Lentz will contact the other.

REPORTS:

ARC Architectural Guidelines Review/Update:  Draft will be reviewed with whoever wants to stay at the close of this Board of Directors meeting.

Landscape Committee Report: 

Kelly Stanton reported that Southern Greens has almost completed the entrance median landscaping project. We are awaiting the delivery and installation of two large and four medium boulders. Board members are asked to visit the entrance and inspect the work before payment is made.

Treasurer Report:

Alyse Avitable reported that the $2,500 transfer to the Reserve Account has been completed.

Renae Foster reported that since the May report, one of the owners that was two quarters behind has paid.

Renae will send a letter to the owner and the renter of one home that is being rented out to collect the rent from the tenant to pay off the assessments.

New Business:

  •       Renae Foster is going to put together a Copperfield Chronicles for the Board to review and mail to the owners.
  •       Included will be a request for 3 volunteers from the community to serve on the Due Process Committee, details to be discussed.
  •       Fee schedule from C&M, and info on pursuing tenants for past due HOA dues.  If law firm gets involved, the letters cost $250 and that fee is recoverable from tenants / homeowner.
  •       Reserves account has a $5 monthly ‘Stagnant Fee’.  Renae Foster will make a note to transfer $50 every January and July, starting January 2016 to avoid this fee.  Alyse is going to check into the interest rates and options at different banks since the CD is maturing.
  • Tabled until July - Workshops:

o   1) create ARC Charter

o   2) create Landscape Committee Charter

o   3) create brief ‘description of duties’ for Board and Committee positions so people know what responsibilities they are accepting

Adjournment:  Charlie Abell made a motion to adjourn the meeting at 8:27 p.m.  Karen Lentz seconded the motion and the motion was passed unanimously by voice vote.
